A Malta-based company has been chosen to oversee Armenia’s gambling sector, marking a major step in the country’s efforts to modernize regulation and bring its licensing framework in line with European standards.
Officials in Yerevan said the firm was selected following an international tender process, with its experience in compliance, player protection, and digital oversight cited as key factors. Malta is widely recognized as a hub for gaming regulation, and authorities believe partnering with a company based there will help Armenia strengthen transparency, anti-money laundering controls, and responsible gambling measures.
Under the new arrangement, the Malta-based operator will be responsible for monitoring licensed operators, processing applications, and ensuring that industry rules on advertising, taxation, and technical standards are properly enforced. The government has emphasized that the move is not about expanding gambling, but about creating a stricter, more accountable system to replace outdated oversight structures.
Industry observers note that the appointment could also boost investor confidence, as international operators often look for regulatory environments that are clear and well-managed. Armenian officials added that the partnership includes provisions for staff training and technology transfer so that local authorities can gradually take on more of the regulatory role themselves.
The contract is expected to come into effect in the coming months, with a transition period planned to allow existing license holders to adjust to the new requirements. The government says the reform is part of a broader push to professionalize the sector while protecting consumers and public revenue.
