Finnish online casino players are driving a significant shift in the country’s gambling industry. The Finnish government has proposed a new licensing model, set to launch in January 2027, which will end Veikkaus’ long-standing monopoly on online betting and digital casino games. This change is expected to increase competition, improve player safety, and provide more choices for Finnish gamblers. The reform aims to redirect players from offshore sites to licensed, regulated operators, generating higher returns for public funds and safer environments for consumers.

The new system will introduce stricter regulations, including a unified self-exclusion system, real-time loss tracking, and mandatory financial limits. Influencer marketing will be banned, and outdoor promotion of high-risk games will be prohibited. Licensed operators will need to meet high standards for player safety, technical security, and responsible marketing.

This change is driven by the growing demand for online gambling and the increasing number of Finnish players using offshore sites. The Finnish government aims to balance player freedom with responsible gaming protections, creating a smarter, safer gambling culture.
