The US is offering Ukraine security guarantees similar to NATO’s Article 5, a significant move aimed at ending Russia’s war in Ukraine. This proposal includes intense monitoring and deconfliction measures to prevent small conflicts from escalating. US President Donald Trump is optimistic about reaching a deal, having spoken with Ukrainian President Volodymyr Zelensky and several European leaders.

The proposed security guarantees would involve a European-led multinational force, backed by the US, operating inside Ukraine to rebuild its military, protect airspace, and support maritime security. Ukraine would maintain a peacetime strength of around 800,000 troops.

However, territorial issues remain a major sticking point. Russia has demanded Ukraine cede territory, which Ukraine strongly rejects. Trump has suggested Ukraine may need to give up land seized by Russia, a position Kyiv opposes.

European leaders welcome the US proposal, with German Chancellor Friedrich Merz calling it a “truly far-reaching, substantial agreement”. Talks are expected to continue this weekend in the US, possibly in Miami.
