Malta Raises Cannabis Stock Limits for Clubs

Malta’s cannabis clubs, known as Cannabis Harm Reduction Associations (CHRAs), are seeing changes in stock limits as part of the country’s evolving cannabis regulations. The Authority, which oversees these clubs, has been granted broader enforcement powers, including inspections and imposing fines.

In 2021, Malta became the first EU country to decriminalize cannabis for personal use, allowing adults to possess up to 7 grams, cultivate four plants at home, and obtain cannabis from regulated clubs. The new rules aim to address complaints about cannabis consumption near homes, but critics argue they may undermine protections for cannabis users.

The CHRAs must follow strict rules, including operating on a non-profit basis, locating at least 250 meters away from schools and youth centers, and adhering to dispensing limits of 7 grams per day and 50 grams per month per member.
