Controversial Żabbar Development Approved: Charles Polidano’s Project Moves Forward

The Planning Authority has greenlit construction magnate Charles Polidano’s zoning request to develop a 3,360sq.m plot of agricultural land in Żabbar into terraced dwellings. The site, located along Triq ix-Xghajra and Triq Agatha Barbara, was designated for development in the 2006 extension of building zones, overriding its previous classification as a Strategic Open Gap.

The approved zoning comes with key conditions, including the retention of an existing vernacular building on the northern part of the site, as recommended by the Superintendence for Cultural Heritage. Initially, plans had proposed demolishing the building, but objections led to its preservation. Additionally, 3m-wide and 3.9m-wide gardens will be established along the southern and eastern sides, respectively, serving as buffers between the developable area and non-developable zones.

The development’s height will be restricted to a 10m façade, equivalent to two storeys and a semi-basement, as specified in the local plan. However, a recessed floor could increase the height to 13.5m. The Planning Authority’s case officer noted that decisions on additional set-back floors and design will be made upon reviewing detailed plans.

In December 2023, the developer’s architect presented photomontages showcasing three-storey dwellings with traditional Maltese balconies and two set-back floors. This development has sparked concerns about the impact on Żabbar’s agricultural land and urbanization.

With the zoning approved, Polidano can now submit a full planning application. The project’s progression will be closely monitored, balancing development needs with environmental and cultural considerations.
