A Ukrainian drone strike has hit Russia’s major Baltic port of Ust-Luga, causing a fire at an oil terminal. The attack, claimed by Ukraine’s SBU security agency, has sparked concerns about disruptions to Russian oil exports. The port, operated by Transneft, handles around 700,000 barrels per day of oil exports and shipped 32.9 million metric tons of oil products in 2025. This is the second attack on Ust-Luga in a week, with Ukraine intensifying drone strikes on Russian energy infrastructure to cut revenues funding Russia’s war efforts.
The fire has been brought under control, with no casualties reported. However, the attack has halted oil loadings, affecting at least 40% of Russia’s oil export capacity. Russia’s Transneft is seeking to redirect oil exports from the affected ports.
