Two years after the implementation of the Prevention of Cruelty to Animals (Pet Shop) Rules, 2018, many pet groomers in India remain unlicensed, raising concerns about animal welfare. The law mandates that pet shops and groomers obtain a Certificate of Registration from the State Animal Welfare Board, ensuring they meet standards for animal care, housing, and hygiene. However, enforcement appears to be lacking, allowing unlicensed operators to continue their business without adhering to these regulations.
The lack of licensing and oversight can lead to inadequate care and potential harm to animals. The Animal Welfare Board of India emphasizes the importance of registration, stating that non-compliance can result in penalties, including the sealing of establishments and confiscation of animals.
