Impact of Migration Policy Changes on Third-Country Nationals in Malta

The European Commission has proposed changes to the EU’s long-term residence permit rules for third-country nationals (TCNs), which could significantly impact TCNs living in Malta. The proposed changes aim to make it easier for TCNs to acquire long-term resident status in the EU, allowing them to move and reside in other EU member states. This could benefit TCNs who have been living in Malta for an extended period and wish to relocate to other EU countries. However, the changes also introduce stricter integration conditions, which could affect TCNs’ ability to meet the requirements for long-term residence.

The current rules require TCNs to demonstrate sufficient income, health insurance, and pass integration exams to qualify for long-term residence. The proposed changes would allow TCNs to count time spent in other EU member states towards their long-term residence application, providing more flexibility. Additionally, the changes would grant TCNs more protection from expulsion and allow them to challenge decisions to reject their applications. These changes could have a significant impact on TCNs living in Malta, providing them with more opportunities and protection under EU law.
