Activists from civil society have put forward four ideas aimed at protecting Malta’s remaining undeveloped land, with one of the proposals described as particularly radical. The suggestions were presented to the Planning Authority and Environment officials, calling for stronger safeguards against overdevelopment and better long-term management of open spaces. The more conventional measures focus on tightening planning policies, increasing enforcement, and expanding conservation zones. The radical proposal goes further, advocating for a complete moratorium on building in Outside Development Zone areas to halt land take-up. Supporters argue that without decisive action, Malta risks losing critical green spaces and agricultural land, while critics question the economic impact of such a sweeping restriction.
